A Positive Thing That Came Out of the Pandemic

A Positive Thing That Came Out of the Pandemic

Sandwich Community Media has quietly done something that many larger operations still struggle to achieve: it turned a crisis-era workaround into a long-term expansion of civic transparency.

During the height of the COVID-19 pandemic, local governments across the country scrambled to remain compliant with open meeting laws while protecting public health. Like many others, Sandwich adopted remote access tools—primarily Zoom—to ensure meetings remained accessible. It worked, but it was, by necessity, a temporary solution: functional, but limited in reach, production quality, and consistency.

What followed wasn’t a return to the old way of doing things. Instead, Sandwich Community Media (SCTV) used that moment as a proving ground.

By collaborating with contracted technicians, SCTV developed a fully remote production system that goes far beyond simply rebroadcasting virtual meetings. Today, they stream and broadcast meetings directly from their actual locations, covering an impressive range of town governance: the Select Board, Finance Committee, School Committee, Planning Board, Conservation Commission, Zoning Board of Appeals, Board of Health, Disability Commission, Bikeway and Pedestrian Committee, Historic District Committee and, when applicable, the Sandwich Library Board of Trustees.

This is not just an expansion—it’s a transformation.

What makes this system work isn’t just the technology, but the process behind it. Staff members coordinate directly with town representatives before each meeting, confirming start times and ensuring basic but critical standards—like proper microphone use and clear speaking—are met. These small, human touch points are what turn a remote system into a reliable public service.

And reliability is the real story here.

With a relatively small staff, SCTV has managed to dramatically increase the breadth of its government coverage. In doing so, it has strengthened one of the core pillars of local democracy: access. Residents no longer have to rely on limited in-person attendance or inconsistent recordings. Meetings are accessible, understandable, and consistently available on their website (sandwichtv.org) YouTube channel (youtube.com/@SandwichCommunityTV/videos) and Archive.org (archive.org/details/@sandwichtv).

Just as importantly, this expanded government coverage hasn’t come at the expense of community programming. Sandwich Community Media continues to produce a wide

range of content reflecting local interests—partnering with town departments, collaborating with nonprofits, and providing a platform for volunteers to create and host their own programs. From local personalities, professionals in various fields, and event promotion, the station remains deeply embedded in the life of the community it serves.

If anything, the opposite is true: the same flexibility that enabled expanded government coverage has reinforced SCTV’s broader mission. By embracing remote production, they’ve created more capacity, not less.

We think there is a lesson here for community media organizations everywhere. Innovation doesn’t always require massive resources—sometimes it comes from rethinking how existing tools are used, and committing to the idea that access matters.

What began as a response to an unprecedented moment has become a model for the future.
